Review how the user is authenticated. Make sure you have the correct Login Method assigned to the user and that the login method has been tested against the server. If that test goes through, then the UserID (Admin or Web User) must match the UserID in Active Directory or LDAP.
If they are authenticated against GoAnywhere, then make sure they are enabled and try again with the correct password.
